Wish I'd known about the Belkin card F5U220 if it works as you say.

My IOGear GIC251 PCI USB 2.0 card does SLEEP/WAKE if nothing is
connected to it. It also works fine but does not SLEEP/WAKE correctly if
anything remains connected to it. All this in a 2002 G4 Quicksilver
desktop running Tiger 10.4.2.
