Disconnect all fans when starting up (obviously you're not going to run
this more than a few seconds so you don't have to worry that something
is going to fry) and then you will see if its really the hard drive or
not. To disconnect the power supply fan will mean you'll have to take
it apart and pull the power supply wire plug off the board. Maybe that
will be a lot of trouble - though it should only take a few minutes.
Another way is to remove the hard drive from the case and throw a few
blankets over the case to deaden any noise emanating from it. Then
attach the power supply 4 wire Molex connector to the hard drive and see
if its really that loud. You have to isolate the hard drive from the
other noise producers (the case fan and the power supply fan.)

I drastically lowered the noise from my G4 tower by disconnecting the
loud, horribly inefficient case fan and put a cheapo 2 or 3" fan on top
of the cpu heat sink. If you want to go further, run the power supply
fan backwards so its sending power inside instead of sucking outside and
lower the voltage to 7 volts. It will be almost inaudible. You'll have
to leave the case open so you better not have a dusty environment.
Another option is to remove the power supply from the case and put it
under a covered area (that doesn't let heat build up) then that will
eliminate the noise from the power supply almost totally. The more you
analyze these cases, the more ridiculous their designs appear. There is
so much wasted space in my G4 tower, not to mention the thing runs way
too hot and noisy. But with todays large, lower rpm fans things are
looking up. The 3 noise producers in most people's computers (ps, cpu
cooling and hard drive(s)) all produce different frequencies of noise so
they need to be addressed differently if you want to really conquer
noise. I realize I may have gone a little overboard here......hope it
