You must have one network, as it works on the same subnet, not across
networks.
So the Airport Express should be set to "NOT Distribute IP addresses".
The Netgear, besides not distributing DHCP, should also not be a NAT
server either (which it might be; I just don't know enough about Netgear
config).
The Cisco must be the only router in the house. Everything else must be
just a bridge.
