The subject of your post says Airport Express and the body says Airport
Extreme.
To add a USB printer connect it to the USB port on the Airport Extreme
base station.

As for the PC laptop, connect it to the LAN ethernet port of the Airport
Extreme base station.
Install Bonjour for Windows so that you can access the printer.
