Any Windows machine which does not have adequate antimalware protection is a disaster waiting to happen... but, unless that machine is on a network I'm responsible for, not my problem. And all WIndows machines on networks I'm responsible for have adequate protection.
I decline to do extra work and spend extra money to protect someone else's network. Let them protect their networks... or not. Either way, it's not my problem.
My opinion is that is is anyone's responsibility...
This early Spring three rather large hospitals here were broke by a virus so nothing worked, - no medical care could be handled, no surgerys, NOTHING!
That was a very bad setup up. Not my problem, though... except that the IT staff at those hospitals should be fired, and perhaps my people could get their jobs. Where was this, exactly? I'm aware of a problem in three major English hospitals this week (El Reg covered it extensively) but this doesn't seem to be the problem you're referring to, as there was nowhere near the problems you describe, and it was fixed... quickly. This happened in an area, we call the 'Three-Corner-Area' - three cities called Vejle, Kolding, fredericia in the southeast of Jutland. - The IT staff wasn't fired, since they used at the time an external company to admin it all - except the stuff on the heart surgery sections that all are running as individual networks.... - But as I answered Mike, the mess cost the company some millions to fix...

Interesting. Where did you get that piece of information? And why was the system admin staff not prosecuted for their gross negligence in allowing whatever it was to do all the damage you say was done?
Heard it in the local radio and TV stations. And from what the responsible company said, it could seem as if it was a coordinated attack. The 'server' that had sent the malware was located in Russia and Hong-Kong, so it probably will be hard to take legal steps against these two servers...
Luckily noone on the hospitals died because of any kind of put off surgery!
I'm sure.
But of course those nasties can't harm a Mac!
And, frankly, are none of our concern.
My opinion is that such things also are our responsibilities, and if the new EU directive gets voted home, it will be a legal claim that _any_ computer connecting to a network MUST have antivirus/malware protection.
