True that not everyone does, but most people do. There might be some
ISPs that block access to third-party mail providers, but that can't be
very common. Sort of like the old AOL model, where the ISP not only
provided the network access, but pretty much controlled the whole
network environment.

I suppose the most common reason why people might not have the choice
would be feeling that they couldn't afford the cost of a third-party
service. Not that they tend to cost much, but it is often a few bucks a
month. Or maybe there is the variant where the user doesn't even own the
computer and thus has quite limitted choices on what to use with it; I
guess I've seen that one.

Or did you have some other reason in mind why people wouldn't have a
choice? I can see reasons why they might not make that choice, but I
have trouble comming up with reasons why the choice wouldn't be
available to them.
