In a pdf file, the size of the characters doesn't have any effect on the
total file size, unlike a bitmap.

That would be a function of the pdf reader application, unless you want
to create pdf files with fewer words on a single page, like a
large-print dictionary.
In Adobe reader, for example, you can set documents to open to fit the
whole page in the window, or zoom to fill the window with the visible
content of the page, or zoom the page to fill the window with the width
of the page, or scale the page to an amount from 10% to 6400% of actual
size.
You can do similar things in Preview.app's preferences when opening pdf
files.
