Here are some possible exceptions that come to mind:
(1) If the bounce message gets filtered as spam
(2) If the recipient system is an "accept and then bounce" system such
as Lotus Notes, MS-Exchange or qmail and that system fails in any
number of common ways.
(3) You have temporary difficulty receiving mail and the bounce delivery
is not as persistent as other mail in getting to you.
Of course, all of these apply at least as much to a read receipt. So read receipts are never more reliable than regular bounces and are often mush less reliable.
