For those interested, here is the solution from ReunionTalk.

Reunion can be set to save reports in a format that NeoOffice will recognize.

Open your family file and choose Reunion -> Preferences. Then, click on the Reports icon and select RTF in the Options list. Then, uncheck the box to "Create .rtfd files when needed."

Finally, create your report (with or without Preferred pictures) and NeoOffice should open it:-)
