Well, this is in Leopard, not Tiger, but I just dragged one of the URLs
from my signature to the desktop, and the resulting clipping was a web
internet location type.

If you drag *just* a URL, you get a webloc (and have as far back as I
can remember in OS X). I think the OP was looking for URLs within a
large body of text to be clickable.

Or more precisely: The OP would like URLs within any body of text
*within a text clipping being viewed in the Finder* to be clickable.
