The question makes no sense, because PDFs are primarily vector based.
The reason your PS is asking what resolution to use is that it's going
to turn the PDF into a static, resolution-dependent array of pixels
before it lets you get a crack at it.
The question does make sense if you work in the print business.
It's a sensible question until you throw the PDF file format - which has
no inherent resolution - into the mix. What's the resolution of "draw a
circle 4 inches in diameter with a 3/16" stroke centered on a point 3
inches from the left edge of the page and 5 inches from the top?" That's
what PDF can do, and that's why there's no answer to "what's the
resolution of this PDF?"
I'm gathering that the PDF files your asking about tend to contain a
single raster image, with no other drawing commands. But you didn't make
that clear in the original question.
If your customers are sending you raster images, can't you nudge them
into actually using a raster image format? Why are they wrapping it up
in a secondary container format in the first place? It's like the people
I used to deal with who would send me Word files containing a BMP when I
asked them for a screenshot.
