You might take a look at Freeway which provides the means of creating a
website graphically. That is, the site is created much in the same manner as
one would create a publication in such as InDesign, by arranging a collection
of objects without having to know the underlying HTML that is generated.
Freeway comes in two versions, Freeway 4 Express and Freeway 4 Pro. One can
get more information at <http://www.softpress.com/index.php>, a website which
was implemented via Freeway.
