Your IP will likely change. You can use DynDNS or something, as many people do. This will work ok for most personal web sites, but bear in mind your agreement with the provider almost certainly says that you will not run public external services. How and why this is enforced is up to them, but it means that you have little recourse if they decide to simple disconnect your connection.

The "A" in ADSL means that your ability to send stuff down the pipe to others is slower than stuff coming up to you, so you will find the connection swamps out quickly.

Your provider will be keeping an eye on the megabits flowing by, as well, and may do traffic-shaping to additionally throttle your connection (though this is more common for cable providers). Don't expect to post something to BoingBoing, Slashdot or Digg and get away with it.

Can the hardware and OS do it? Any other ideas? My Go-Daddy hosting
fee is near $400 a year, besides the challenge might be fun, but if
it's impossible or impractical, I'd like to know now

Depending on your needs, you can also consider a better hosting company. most people totally overbuy their hosting. For most personal websites (i.e., no or little commerce bits and pieces) a place like pair.com can offer you affordable per-month solutions.

That all being said, I host a few sites on a DSL line (I have a static IP, and an agreement that says I can use it for whatever I want unless I abuse it) which works just fine. I've never been slashdotted, but I've been careful to not invite that sort of thing. The notion is to provide a virtual answering machine and update mechanism for far-flung friends and acquaintances.
