A complete path will often be too long to fit the Title Bar. While I
agree it might be a useful option to some people, I think it makes no
sense to make it the default as in most situations and it seems unlikely
to me that Apple will add this -- when you have a document open you're
generally not that interested in its path. Its title is enough, just so
you can easily tell different open Document Windows apart.
Yes, I have no hope that Apple will add this, even as an option.
It's not something that Apple _can_ add in the general case. Application
developers have the final say in what gets shown in a title bar.
But they can provide a standard API that apps can use to specify the
title bar info, and then the standard GUI can automatically display it
in all the various ways -- as a path, or a menu when cmd-clicking, etc.
