How to print gray text in a PDF a pure black

Hi,
I am trying to print the following PDF file: http://www.ipcc.ch/activity/ccsspm.pdf on a colour laser printer. The printer prints black objects (i.e. black text) at a higher resolution than coloured ones.
Unfortunately, the (black) text in the PDF file in question seems to be an RGB black which presumabley due to colour management conversions is no longer a pure black (in Illustrator it reads: R35 G31 B32).
Is there a way to convert to (or print as) black this 'almost black' text, while keeping the rest of the content coloured? This is in order to have all text printed at 'the higher resolution'.
I have Acrobat Professional, Photoshop, InDesign and Illustrator at my disposal.
