Make sure that Ignore Permissions is not turned on for this "other
drive". When you've done that, if things are still not right, use chmod
and, if necessary, chown in the Terminal to fix them (assuming you know
what the correct permissions should be). m

The bad thing about this is that any user can click "ignore permissions for this drive" at any time and effectively gain access to everything. I have struggled with this as well and have yet to find a good solution.

Wrong. Only an administrator can turn on that option.

If you're logged in as a non-admin user and try to check the "ignore ownership" option for a drive, you're asked to enter an admin name & password. If you click "Cancel", the box *appears* to remain checked, but if you try accessing restricted files/folders on that drive, or close & re-open the Get Info dialog, you'll find that the "ignore ownership" option is still turned off.

Wrong. Have you tried it? There apears to be a bug in OS X where it prompts you to authenticate as an administrator to uncheck the option, not to check it. I battled with this a little while back and just verified it. The logic for the prompt is backwards.
