You sure can! You'll need to keep the real folders somewhere, as they
won't *actually* be stored in the dock, but you'd set it up just as you
described.
One caveat: Folders are kept on the right side of the dividing line on
the dock; the same side the trash is. (If you have your dock on the
side like I do, it's the bottom half, but same idea.) That might
actually simplify things, since you won't have to hunt for your
folders.
If this is the track does it matter if some apps are OS9 apps and
some are OSX?
Nope, doesn't matter at all. You can even put a folder of frequently
used documents if you want; the dock doesn't care.
One thing when it comes to *using* these folders: Simply clicking on
them in the dock will open up the folder. If you want the list of
contents to pop-up from the dock, you'll need to use the right-click
button (if you have a multi-button mouse), or hold down the Control key
and click. If you do that, instead of the folder opening, a pop-up
menu will show, with the contents of the folder.
If you find yourself doing a lot of this kind of thing, you might want
to also consider trying out DragThing. It's a shareware application
(meaning you can try it out first; it's $30 if you want to buy it) that
makes this task much, much easier. No need to create folders at all;
you can put things directly into DragThing, rearrange them however you
like, etc.
