I am guessing you have some sort of Windows computer, as that doesn't
seem to be a Macintosh message. A Windows news group would be more
appropriate.
That said, it seems Windows is detecting the iPod as if it were a memory
card. The standard Windows connection to memory card devices is as a
bulk storage device, so Apple would be aware of that and allow for it.
Most likely cause seems to me something in Windows taking over the
connection in error. I'd guess a conflict with custom software for some
brand of digital camera. They are a right pain with Windows 98. Notice
the message in the header mentions photos? The camera software is
probably busy trying to download photos from a camera.
