My Default Account in OS X Mail

This seems to be a common problem, but the 'remedies' I find for it do not work.
In OS X mail (my version is 1.3.11) compose always picks an account I do
not want to use in most cases. The remedies all say to go to Mail
Preferences and change the order in which the accounts are listed, and
that the top one is used for composing new messages.
This does not work. I've dragged the desired one to the top, and no such
luck. I've even deleted the account which DOES get chosen, then exited,
returned and recreated it. I've changed the name to be not-
alphabetically first (as it is) and that didn't help.
Is there no remedy for this? I assume you can't update the mail app
without buying Jaguar or Tiger or what ever the latest version is of the
OS (I"m currently on 10.3.9
