Can't send or receive fax via internal modem

First my system:
iMac G5/1.5 GB/250 GB/OS 10.4.2
I followed apple's instructions on sending a fax to no avail. I
connected to the phone outlet using an AT&T cord since the phone
line that came with my computer purchase was too short. The
instructions did not suggest any changes to the modem settings, so I
did not modify anything. When I attempted to fax, I get a "waiting
for modem to become available" message. Since I have a cable
connection to the internet, I assume that the modem is not used at
all. Why is the modem unavailable? Do I need to manually turn it on?
If yes, how? Any "first time" procedures that I need to perform?
Please advise.
