I've even developed a few software packages for DOD using windows.
And it was a royal pain
using their APIs that weren't documented correctly. When the
documentations says how it is supposed to work, yet the API works
differently, you've got problems.
So that explains why there is so little software developed for that
Windows platform. Maybe if they had usable APIs that would change.

Their APIs are useable, just not very well documented on precisely
how they work.
When you purchase a MSDN subscription, I've found more workarounds
than you
can shake a stick at. Some APIs have bugs, which is why they have
workarounds.
They'd rather tell you a workaround rather than fix their APIs and do
better documentation.
And they get you to pay for a MSDN subscription as well as for the
tools. I suppose it's not that much for a pro, but for a student or
amateur a bit much, when Apple provides a full development system for
free, plus a mind boggling collection of documentation.
There are a few gaps, but I can mostly google for the docs. Of course
these searches always
leads to Apples website anyway. Having a full fledged development
environment included
is what swayed me to move to Apple in the first place.
You don't realize that all of Microsoft's MSDN Linbrary documentation is
also free now, viewable online or downloadable as ISO images? And that
their Visual Studio Express Edition tools are free?

IOW, you're confirming that M$ does not include a free full fledged development environment with every copy of Windows, and they will only allow you to download a hobbyist toy for free?

Yes and no. They make you go through that terrible process of downloading, yes. As to Visual Studio Express being a "hobbyist toy" I disagree.
