Not sure what you are asking, wish you were more clear here.
Intel only allows retail boxed cpus to be sold without an assembly and
a boxed cpu always comes with a fan.
Okay, but didn't the advertisement in question explicitly say that
there was no fan included?
Therefore, a reason for (whomever it was) to suggest Intel might
complain.
As far as the rest, I don't know if anyone gets letters from Intel for
this kind of thing, but I think most companies do react when their
products are sold outside requirements.
True, you can go to a computer show and risk buying a rack cpu to save
a few bucks.
I think it became a big issue when police found counterfeiters re-
inking Intel cpus and unscrupulous vendors selling them overclocked to
the new speed. Counterfeiters have als obeen caught selling fake
boxed cpus and I have seen these at a couple of whitebox computer
shows.
