launch that utility. Like, for instance, install packages.

You are aware that a NetBoot image can contain a full OS X environment,
that boots to a normal OS X desktop and can be used like any other OS X
installation, yes? As such, if it's possible to automate a process on OS
X (and installing packages is trivial to automate), it's possible to
automated it from a NetBoot image.
Why don't vendors or software developers provide their apps in thisHuh? This mechanism doesn't require software to be packaged in any
ready-to-deploy format, if it is so great? (I am thinking of VMWare,
where you can download hundreds of ready-to-run images)

only, I added that package in, and un-checked OS X 10.5. (The
screens don't seem to resemble the docs I have seen, it must have been
re-done in 10.5) I was able to run it by hitting "N" on my MacBook
Pro. (The MBP did not see it in the Startup preferences pane, but my
Mac Pro did).
When the system booted form this image it just started the full OS X
installation process and wouldn't let me continue because I had a
newer version (10.5.2) on my hard drive already.

Your inability to do it properly doesn't offer any explanation about
*why* the option would exist if it weren't to allow one to install
software *without* installing the OS.
He tried what you claimed would work and proved you wrong. That's
enough. He doesn't have to explain why the option exists.
Why don't you prove him wrong by doing it yourself?
