Open the Default Programs control panel. Pick Set Program
Access

Computer Defaults.

From there you can set your default web browser among other

Sandman, seriously, what control panel allows you to choose your
default browser? As far as I can tell, the choice is made in Safari
preferences. Is there another way of doing this?

While there are freeware preference panes that add this, out of the
box
you
cannot set your default browser in the System Preferences. It is a
bit
silly.
