have be synonymous to "control panel" even though it is a "panel", it
control things and it is a system setting.
No, browser preferences are not a system control panel. Even IE on
Windows has a place in its preferences to make itself the default browser.

Well, any browser that launches can ask to be the default... so the feature
is there in OS X, just not accessible in the place where, frankly, it would
make sense to access it.
