Leopard... it really is an excellent, easy to use OS.

I do not think one has to be technically competent to use OS X - though if
one purposely or even ignorantly does things to break the system it is
breakable... both in terms of hardware and software. The software side is a
bit harder if you have a non-Admin account, but by default users do have
Admin accounts. So if you are *actively* acting in incompetent and
destructive way you can screw your system up...
With that said there is value in learning some basic troubleshooting and
problem solving skills. I often get my Mac users YASU, for example, and
teach them how to use it. For more advanced users I teach them about pref
files. I also teach them to be able to quote error messages - something
Steve, for example, has shown he cannot do (or at least sometimes fails to
do).
Still, OS X takes *less* technical competence to use and maintain than any
other modern consumer OS a user is likely to encounter.
