Compare what both machines come with. I believe this has already

Doesn't that depend on where they got Windows from. I believe that if it
came preinstalled on a computer, you cannot move it to a new computer.

There's a whole slew of EULAs. I have two copies of XP that I got via
IU when I took some classes there. One is an original XP and the other
is one with SP2. Neither of them have any restrictions on
transferring.
Most OEM versions restrict you to the computer it came with. However,
they allow you to replace everything but the motherboard and it still
be considered the same computer.
When I bought my laptop HP included a copy of XP that has no
restrictions regarding transferring. What makes this doubly odd is
that I didn't order the full CD and HP didn't charge me for it. HP
said to keep it when I called them about it. I don't know if its what
they normally include or if I got some oddity.
Of course most Restore Disks will only run on the same model they
were made for.
The retail EULAs allow you to transfer to your heart's content so long
as its only installed on one computer at a time.
And most people will simply install Windows on their machine if the
disk have allows them to whether its 100% legal or not.
