irrelevant when doing a HARDWARE comparison.

True, and this is an illustration as to why IT departments have been
so screwed up: they're not doing a *system* level evaluation of their
capabilities.

In such instances, the conclusions are invariably to minimize one's
own department's expenses and "throw the problem over the wall" to the
other group to figure out now what they have to do. This sort of
short sightedness used to be particularly common in mass production
facilities when individual departments were scored on their scrap
rates instead of as a member of a product (vs component) team.

Because complexity is never free: it incurs costs.
like what?

The classical ones are an increased logistical burden (from more spare
parts (part#'s) to track and/or keep in inventory) and an increased
training burden (from more permutations to have the appropriate skills
to support).

i'm not sure many companies keep spare computer parts laying
around...

It doesn't matter "who" keeps what, or does what, because all of the
support costs are invariably passed along.

those aren't the type of configuration options i'm talking about
dude. when you're talking about standardizing hardware on the
corporate desktop, it's typically so you can image the machines.
cases and power supplies are irrelevant.

Doesn't "<snip non-hardware talk>" apply here? ;-)

By you now software elements into account,

you're simply acknowledging
my point of just how inter-related and inseperable these cost factors
are.

uhh, no. i'd image the box regardless of what it's running..

Sure, but some variations will result in you needing to stock multiple
different images, and that proliferation incurs an incrementally
higher expense to maintain. Unfortunately, its not "just" some HD
space, since you also need the IT talent (thus training) to know which
one gets used where, to avoid using the wrong one.

The 'very practical' reasons I've seen more typically come down to CYA
types of decisions regarding the careers of the decision-makers.
We're suffering through the implimentation period of just one such
decision for the past two months.

yeah, covering their ass by picking computers that run the software
that they need to run probably... :P seriously, decision makers
cover their ass best by making / saving money for the company, and
i've never seen an upper level person get upset (or CARE) what
computers the grunts in the company are using.

what are you suffering through (and in what type of business)?-

The type of business is not IT-centric: they supposedly exist to help
us accomplish our projects, but they're in the political position to
trump our project needs in order for themselves to stay clean on the
almighty "Security" game card. The current suffering is from the
removal of Admin rights to the local computers, under the guise of
improved "security". It has resulted in lost productivity from a
variety of elements. For example, last week we had a "no knock"
forced reboot at high noon because the IT Dept had an artificial
deadline on reporting 100% compliance to some new patch. Similarly,
desktop users now can't apply their own Adobe Acrobat updates because
they lack Admin authority, even though Acrobat is officially required
and supported software within the organization. The IT Helpdesk is
being flooded with all of these normally self-help housekeeping
requests and I understand that the backlog is now around two business
weeks.
