You mean like OS X 10.0?

OS X 10.0 was V1 of a whole new OS. What's Vista but XP with a dirty
great sidebar? It's not even got the fancy new file system promised in
Longhorn.

OS X 10.0 was NextStep with a new GUI, and some new APIs. It was not
a "whole new OS".

Taking that to its logical conclusion, Vista is CP/M with a new GUI and
some new APIs.
