It creates a new group. You then place users that you want to have the
ability to burn CD's into this group. It works exactly like any other
security group in Windows.

This doesn't appear to be a hack to me. Run the installer, add the
user to the new group, and you're done.

I bring the machine to a local repair shop, and they repro not being able to install with the OS disk I have them, but they are able to install the OS with one of their disks. ... I install Nero and it seems that right after I installed Nero, the weirdness I was having with my machine returns. ...
