It's not true.
Vista does not come with a Codec, required to decode DVDs and some media
files from non-DVD sources. So you can't play such media (regardless of
the source, but this includes ALL DVDs) using Windows Media Player on a
PC that has Windows Vista (and NOTHING eles) installed. But once a
Codec is installed (generally, by any application that includes a codec;
they usually become "public" when installed although a given package can
keep them "private"), Windows Media Player and any other Vista
application can use it. ***MANY*** software products include a codec,
and if you don't have any of them, you can find free codec packages on
the web. [the "K-Lite Codec Pack" is often recommended, it has many
codecs, including the one needed to play DVDs]
