This laptop must have a special keyboard, probably intended for some european country. On some keyboard, like in France, some keys can have three different functions and the Alt-Gr allows access to the third one, not access via the usual Alt. Needless to say, this is an additional nuisance ... or convenience, depending on how you look at it!

Whre did you get this machine, if I may ask?
