Vacuum cleaners create static discharges. One should only use a vacuum
cleaner on electronic equipment that is specifically designed for that
purpose. They have a grounding wire that goes all the way from the hose
end back to the wall ground. Most people don't have these types of
vacuums.
A small horse hair brush to lightly knock the crud loose and short bursts
of air, preferably from a small portable air compressor and not canned air
which often emits propellant cold enough to freeze and crack many
electronic components, is my preference when cleaning inside electronic
devices.

And what exactly do you think is the difference between static created by
air moving toward a vacuum compared with that created by air moving from a
compressed source? If you think about it long enough you will realise that
it is lower in the vacuum scenario because of the lower air pressure
involved, but in any case it is basically negligible for assembled
equipment. Even on airborne equipment which has very rigorous servicing
requirements, a standard vacuum cleaner is a perfectly acceptable way of
removing crud from air ventilation channels.
