Um you could just buy a dell power supply for the destination country.
Power supplies have a plug and a transformer. Laptops don't run at 110V or
220V more like 12V. You can get power supplies to take advantage of
cigarette lighter sockets in cars, plug into seats in planes etc. Think
Dell even sell travel power supplies if not try Belkin or Targus.

Hello. I'm traveling to a country where the voltage is 220V. In the U.S.
the voltage is 110V. Is there a device where I can plug my 110V laptop
and convert it to 220V for charging (not sure if I'm getting the terms
right).

Thanks.
While the other replies are probably relevant and accurate, they don't
address your actual question.

If it turns out that you do have a power supply designed to run on 120V
only, or some other electronic item with that limitation, you'll need
a converter. Get one with a 50 Hz. transformer. The cheap converters
designed to run a hair dryer while on vacation are NOT what you want.

Try not to get confused by the adapter plug used to access the hole in
the wall and the same term applied to the device that converts the
voltage.

Sorry if I appear confused cuz I am and this is going to be my first laptop
but isn't power supply and adapter one and the same thing? When you say 12V
what would prevent the 12V power supply from overloading when plugged into a
110V wall outlet? Am I getting the terminologies mixed up?
