Not necessarily. The estimated run time has got to be estimated from
a measurement of battery current plus an estimate of battery capacity.
A new battery will have a capacity estimate that's roughly that of a
newly-manufactured battery, while if the thing has been sitting on a
shelf for a few years its real capacity might be much less. LiIon cells
apparently lose capacity gradually even when sitting on a shelf unused.
Two years is often mentioned as the useful operating lifetime after
manufacture.
All this means that the battery might have much less capacity than
estimated during the first discharge. The laptop ought to learn from
the quick shutdown and recalculate that battery's capacity, so next time
you charge the battery and use it the estimated time *should* be more
realistic. But you may find that, realistically, your battery doesn't
have anywhere near its rated capacity.
If that turns out to be true, can you return it and get a more
recently-manufactured one?
On the other hand, it's also possible that your laptop is not fully
charging the battery. Do you have access to a known-good battery for
that model of laptop?
