I am a little surprised you are trying to install Windows 2003 server and do not know how to create a partition, if this OS does not give you this option (which I would not know, not using this version).

Assuming you want to keep the XP installation, I think a good solution would be using System Commander which will allow to do what you want plus allow you to dual boot.

This is only one option, another is to use a partition utility. For such a need, Paragon free version, should suffice, otherwise, consider Disk Director.
