The only real explanation for your memory loss is that memory was removed (physically removed) and not reinstalled.
Can anything be salvaged? Maybe, but it's impossible to say without having physical access to the hard drive. Maybe, maybe not. If you want to send me the drive, I'll look at it and tell you. I will send you the drive and any files off it that I can recover if you pay the shipping & media cost. I'm in the USA.
[Yes, there are professional data services that could POSSIBLY recover more than I or any other individual technician could, but the cost would typically be over $1,000 (US) and there are no guarantees that even they could recover anything).]
You will have to configure outlook to access the servers of your ISP. I can't tell you how to do that without a LOT more information about your E-Mail servers.

can do this?
