In general, in a situation like this, if it works (with your COA & product
key), it's legal. But you have an OEM product key, it won't work with a
retail copy.
Another laptop of the same model will normally have been supplied with
media that is identical to your son's media, and it would work with your
son's product key.

I might have explained it wrong. I borrowed my neighbors Windows
media, but hope to use our "product Key" to keep everything legal.

We really want to keep this legal, yet not have to buy an copy of
windows.
If only he brought his disks home!
His girlfriend has the same exact laptop, maybe her disks would work
with his code?
