No, wrong. BAD advice. It was appropriate for NiCad batteries, but is not at all appropriate for modern Lithium batteries.

And Lithim batteries that are properly cared for can last a decade.

If that's truly the case (and it could be, although I'm skeptical), it
would be an unusual exception to the normal way that laptops work. But
you can't assume that it is the case just because the manual says so.
Lots of things dealing with the batteries in laptop manuals are just
plain wrong.
