The setting in the bios is over-ridden by the setting in Windows /
Control Panel / Power Management ***IF*** the "Toshiba Power Management"
tab has been installed (as it was originally, from the factory). If you
don't have this tab, it can be downloaded, it's in the download module
set known as "Toshiba Utilities", which has several other components as
well.
