That's a bunch of crap. As a rule of thumb, you should keep 10% free space
on your HD, so about 2gigs or so. Are you asking why your laptop is slow? It
depends on quite a few things. What are the complete specs of the notebook,
what O/S, slow bootup or slow windows performance?
