You can find a new laptop for $499. Not necessarily immediately, but they are sold at that price often enough. It's likely to be a Toshiba, HP, Compaq or some other popular brand, and it's going to be a "value" model. Also, it will be $499 "after rebates". Yes, you really can get the rebates, but the "out the door" price might be as high as $800 or more, and you might not see the rebates for 90 days or so.
Alternatively, you can get older used laptops for less. Something useable will start in the $200's, generally (depends somethat on what you are going to do with it).

I have a friend who wants to buy a laptop and has asked for my help. She has very limited funds and wants to spend no more than $500, or $600 tops. I can help her set it up and show her the ropes on using the computer, but I have not kept up with reviews -- and especially can't help with the low-end computers. She would need a basic model that she would use primarily for Internet surfing (lots of it, using dial-up access), email, and digital photos (viewing/storing, little if any knowledge of editing). She also mentioned that she would like to connect to the Internet when she is traveling.
Can anyone make recommendations? Is it even reasonable to get a decent laptop for that price? Desktops would not be a problem, but I am not at all sure about laptops.
Thanks,
MaryL
