Recommendations for inexpensive laptop (for a friend)

I have a friend who wants to buy a laptop and has asked for my help. She
has very limited funds and wants to spend no more than $500, or $600 tops.
I can help her set it up and show her the ropes on using the computer, but I
have not kept up with reviews -- and especially can't help with the low-end
computers. She would need a basic model that she would use primarily for
Internet surfing (lots of it, using dial-up access), email, and digital
photos (viewing/storing, little if any knowledge of editing). She also
mentioned that she would like to connect to the Internet when she is
traveling.
Can anyone make recommendations? Is it even reasonable to get a decent
laptop for that price? Desktops would not be a problem, but I am not at all
sure about laptops.
Thanks,
MaryL
