In my opinion, you need a router even if you don't need one.

What I mean by that is that while a cable internet connection will work without a router .... connect the PC to the cable modem .... doing so gets you a "public" IP address in almost all cases, and usually one that while not truly static, can go for months without changing. Operating a system that way, while possible (it certainly will work) is dangerous and stupid from a computer security perspective. What I'm suggesting is that all computers with a broadband connection (cable or DSL) need to be operating behind a router for computer security reasons.

Beyond that, your question is very unclear, but if you want a wireless connection then, certainly, you need a wireless router.

The simplest answer to your questions is, yes, you can connect to the
Internet with your new computer if...there is a wireless signal within
range. Your own or someone else's that's not secured. Don't know where
you are, but in NYC there are free so-called wireless hotspots all over
the city. In addition you can take your new computer into some
McDonald's branches, Starbucks, and other Internet Cafes.
In participating McDonald's you spend about $5 on food and you get an
hour "free" access.

If you right-click on the small icon in your system tray (at the right
end of the task bar near the time) that looks like a pair of monitors
with two radio waves and then click on View Available Wireless Networks
Within Range, you'll see a list of such networks. If any are unsecured
it is quite likely you'll be able to connect. Look for one with good
signal strength and click on Connect.

As others have pointed out you could contact your phone company and get
DSL installed or your cable company and get a cable modem installed.
Then you can get a wireless router that will transmit your broadband
signal wirelessly to your laptop. Or you could connect your computer
via ethernet cable directly to the DSL or cable modem.
