So disable quickset in msconfig, reboot, and see if that helps.
Quickset does have some power management functions as I read; not using
Dell's I'm not familiar with all of its uses.

There could be a security implication for the password being called when
the machine wakes from standby, similar to users wanting a password call
when the screensaver terminates to prevent unauthorized access. Waking
from hybernation will also call for a password since it goes through the
boot sequence where you would want a password call. So there is logic
to what you are finding.

If the Dell forums haven't a solution (provided that Quickset isn't the
problem and it cannot be disabled if it is), then there likely is not a
solution. This behavior might be a registry switch, if you could find
it.
