DOS help: assigning drive letters to external HD under DOS

have a P3 1Ghz/256 RAM Toshiba without an OS and with a dead cd/dvd drive,
but a working floppy drive.

Have managed to boot into DOS with USB drivers on a floppy. I can see an
external HD (USB) on bootup. I cannot workout how to assign the external HD
a drive letter so that I can use DOS to access my data on the same drive.

the config.sys file is as

device=display.sys con=(ega,,1)
device=USBASPI1.SYS /w /v

anything else tht i have to do to assign a drive letter? edit the
auotexec.bat file ?

any pointers welcome

.
