changing the settings of temp control on a Toshiba Satellite Pro 6100?

Recently I already mentioned in this NG the problems with an
overheating HDD on a Toshiba Satellite Pro 6100.

Now I made an interesting observation:
On *very rare* occasions the booting process stops somewhere in the
middle and the ventilator starts running fast. When I then reboot the
computer works fine. But in those rare cases the ventilator kicks in
again at the reboot when the machine is still cold and it keeps
running fast. It's much noisier then as normal, but the temperature of
the CPU and the HDD stays almost 10° Centigrade cooler than at other
times. - The operation of the vent seems to be controlled by the temp
of the CPU. It kicks in on low speed at 60° Celsius and accelerates to
higher speed above 70°. On the way down the vent stops running at 59°.

When the vent kept running from the start some days ago, I checked
this behavior more thorough. I found that also under heavy load (virus
scan) the temp of CPU and HDD stayed about lower 10° compared to
normal conditions. Only if the temp of the CPU briefly goes over 70°
the computer seems to "remember" its original settings and the
behavior of the vent returns to normal. Below 70° it slows down and at
59° it stops.

That brought me to the idea if the default settings of the temperature
control could be changed. Lowering the settings by 5° may already
extend the life of my HDD, lowering by it 10° for heavy work like
virus scans or backups may prevent it even better from dying
premature. In my standard power profile in the Toshiba Power Saver
(when I run the comp on AC - and that is most of the time) the setting
for the cooling method is "Maximum Performance". The other options
available are "Performance" and "Battery Optimized". So I can't do
anything there. For the presence of the Toshiba Power Saver the Power
Settings within WinXP are not available on my machine. Is there any
other way to change the settings?

(Oh, before someone comes up with "cleaning the vent": about six
months ago the motherboard and the HDD were replaced at a Toshiba
dealer. I assume that they did not reassemble the machine without
cleaning it ... )
