You probably cannot use that external hard disk as the system drive from which the system boots, through the USB connection. It's unlikely (but not impossible) that the system will boot and run Windows satisfactorily from a USB drive.
You didn't say if it's a 2.5" or 3.5" drive. If it's a 2.5" drive, you can remove it from the USB enclosure and install it into the laptop. You would normally have to reinstall Windows.
What you should do is:
-Get a new hard drive for your laptop
-Remove the laptop's bad hard drive
-Install the laptop's bad hard drive into a desktop using an IDE connection
-Recover all recoverable contents from the laptops's failing hard drive
-Burn that content do CDs or DVDs (don't use RW media, and don't use DVDs unless the laptop can read DVDs)
In this instance, with a failing hard drive, an IDE connection is preferable to a USB connection. Once the drive starts getting "flakey", your chances of success and recover with IDE are slightly better than with USB.
