Which version of the Intel P4 CPU is this? A Northwood or a Prescott?
For the latter, a wrong bios revision might result in a slower CPU speed.
Similarly, if the CPU is over-heating, it might be throttling back to
a slower CPU speed. Suggest that you re-post original question to a
Dell newsgroup, viz., alt.sys.pc-clone.dell.
