Tim, if it ain't there, that's all she wrote.  I haven't touched my
AIX 1.3 machine for over 3 years now, and it's pretty well buried in
the spot it's occupying over the garage.  You could double-check with
Basil to see if his AIX 1.3 installation has the /usr/nifl/3com
directory, I know that he had the /usr/nifl/wd directory because we
beat that horse to death.  Basil did manage to successfully run the
install procedure for his Ethernet adapter, so I guess all of his work
paid off in the end.

I just did some digging through the install images I have in my AIX
archive (I must really be bored tonight), and I found where /usr/nifl/
3com hides:  It is in the Extended User Support package, so if you
didn't install that LPP already, now you know that you want it.  There
is also an update to the 3c523.o driver in the U436297 package, which
is part of PTF0024.
